I planted a "light queen Lucia rose" about 3 weeks ago and tonite found what looks like soap suds on a branch. What is it? What do I do about it? I'm new to gardening.

Answer:

This is a frothy foam inside which is encased the spittlebug, a small, green, soft-bodied insect which feeds on plant tissue. The foam protects them from sun and predators. Wash off with a garden hose or an insecticide containing malathion.
