When is the best time for anybody to start planting seeds for hollyhocks? I know planting the seeds in late September results in foliage the following year and then flowers and more seeds the year after.

Hollyhocks are usually biennial plants, i.e. they grow one year and then bloom, set seed and die the next. The seed readily self-seeds so it gives the appearance of blooming every year. If you are sowing seed inside, sow in February/March and plant out in May.
