Nasturchums........black colony of bugs under leaves......yes , diazanon helps, yes isotox helps, and cygon2e helps. but how can we prevent them. Located on west coast of canada, southern exposure but blocked by neighbor house, some sun, mostly shade.

This sounds like black aphids. Spray with an insecticide containing malathion, diazinon or dimethoale. Repeat if re-infestation occurs.
